Commonwealth’s Attorney agrees to return vehicle to robbery victim

RICHMOND, Va., August 11, 2021 – Henrico County Commonwealth’s Attorney Shannon L. Taylor has agreed to return Rashad Moseley’s vehicle to him after he filed a lawsuit against her on July 21, 2021, in the U.S. District Court for the Eastern District of Virginia. The lawsuit alleged an unlawful taking of his property by the government and demanded the return of the vehicle or financial compensation for the vehicle. In exchange for the return of the vehicle, Moseley agreed to dismiss his lawsuit against Taylor and will not seek attorney’s fees or any other financial compensation at this time.

Moseley’s car was taken as part of an investigation into a robbery. On the afternoon of June 23, 2021, Moseley was robbed at gunpoint by three assailants in an apartment complex in the 9300 block of Silver Stream Lane in Henrico County. During the course of the robbery, shots were fired at Moseley while he attempted to flee. The suspected assailants, Jahleem Cooper-Mattison, Jordan Mumford, and Shaquan Carter, were quickly apprehended and are currently being held without bond. They are scheduled for a preliminary hearing on September 1, 2021 in the Henrico County General District Court.

Moseley cooperated fully with the investigation in this case and was told by the investigating detectives that he would have his car returned to him in a matter of days. However, the Assistant Commonwealth’s Attorney handling the matter, Chantal Corrigan, decided to hold the vehicle until the conclusion of the case, which could have taken a year or even longer.
